That is a source-role error. A report can preserve allegations, counts, interviews, or legal advocacy without independently proving the underlying accusation. The bottom source must show the original evidence: documents, identities, chain of custody, methodology, counterparty response, legal capacity, and whether the author is reporting, advocating, or adjudicating. Repetition by institutions does not create proof that is absent at the bottom.
