Summary

OCHA, WHO and PRCS documented IDF evacuation calls, later patient transfers, active hostilities, convoy delays and limited feasibility for critical patients. The claim is that evacuation instructions were not fully effective for medical authorities under the conditions at Nasser.

The claim is misleading as framed. Nasser is the strongest hospital-evacuation file for the Israel-side record: IDF says it conveyed a message through Palestinian health officials, demanded Hamas military activity stop within 12 hours, called civilians sheltering at the hospital to safer areas, later reported weapons, hostage-medicine boxes and about 200 terrorists or suspects, provided an alternative generator, and coordinated transfers of critically ill patients with hospital staff and the international community. WHO/OCHA/PRCS materials still document high-risk transfers, active hostilities and convoy friction, so Israel cannot claim every patient had a fully safe evacuation path. But LOAC does not require a guaranteed fully safe route, and the public record directly contradicts a one-sided claim that Israel failed to provide warnings or feasible evacuation direction. The narrower truth is: warnings, directions and some coordinated transfers existed; medical evacuation remained dangerous and incomplete. Hospital/LOAC model layer: this facility track should be read through the parent hospital framework. The relevant questions are not simply whether the hospital was harmed or evacuation was dangerous, but whether the site retained protected status, whether there was military use or loss of protection, what warnings and feasible routes existed, what medical transfers or mitigation were attempted, what Hamas/PIJ conduct affected the site, and what the IDF knew ex ante. Public UN/PRCS/OCHA/WHO evidence is important for conditions on the ground, but it usually does not contain the IDF target folder, real-time intelligence, legal-adviser review, or route-security record. Effects-only evidence cannot by itself prove deliberate hospital targeting or lack of military necessity.
