A military may have high-confidence confirmation that a specific Hamas commander, cell, or fighter was killed because that person was identified before the strike, tracked by ISR, observed after the strike, corroborated by signals or human intelligence, confirmed by battlefield reporting, captured material, or later Hamas/internal-source signals. That does not mean the same military can immediately and exactly know every incidental civilian death from the same strike or campaign. Civilian casualty accounting requires site access, rubble recovery, identities, cause-of-death attribution, de-duplication, combatant/civilian status, whether the death came from that strike or another cause, and whether Hamas/PIJ fire, booby traps, secondary explosions, or other factors were involved. Aggregate combatant-killed figures are also estimates, not perfect omniscience.
