Evidence track under audit

The IPC/FRC famine classification proves that Israel used famine and starvation as a weapon of war.

Summary

A category-confusion claim that converts food-security classification into proof of criminal intent.

Debunk

Assessment

The claim is legally inaccurate. IPC/FRC famine classifications are food-security assessments, not criminal-intent findings. They can support a time-bound assessment of food insecurity or famine risk, subject to methodology audit, but they do not prove who caused the condition, whether deprivation was deliberate, whether last-mile failures were attributable to Israel, or whether the legal elements of starvation as a method of warfare were met. IPC's own later materials and responses show that data standard, MUAC/WHZ choices, mortality inference, sampling, access changes, and later reclassification must be audited before using the famine label in a legal claim. Genocide/famine bottom-source drilldown round 3 (2026-06-12): Bottom-source drilldown: the original bottom source is the IPC/FRC food-security methodology and classification record. It may classify famine, famine risk, or food-security phases. It does not adjudicate perpetrator identity, intent, military necessity, distribution interference, or legal responsibility. When a famine label is repeated by NGOs or media as proof that Israel weaponized starvation, the legal step has been added above the source, not proven by it.

Why it matters

IPC/FEWS material is often used as institutional laundering for intent claims that the reports do not themselves prove.

Politics Disguised as Science: Systematic distortions in the IPC's Gaza report of August 2025

The practice of substituting the MUAC 15% threshold for the WHZ 30% threshold is faulty, and the malnutrition criteria for famine declaration was almost certainly unfulfilled.

Adds a technical counter-source for claims that IPC famine language alone proves an Israeli starvation policy. Counter-context: Pair with IPC primary text, COGAT aid data, aid-delivery bottlenecks, and legal intent thresholds.
