The claim is legally inaccurate. IPC/FRC famine classifications are food-security assessments, not criminal-intent findings. They can support a time-bound assessment of food insecurity or famine risk, subject to methodology audit, but they do not prove who caused the condition, whether deprivation was deliberate, whether last-mile failures were attributable to Israel, or whether the legal elements of starvation as a method of warfare were met. IPC's own later materials and responses show that data standard, MUAC/WHZ choices, mortality inference, sampling, access changes, and later reclassification must be audited before using the famine label in a legal claim.
