Open IDF doctrine and official communications emphasize distinction, proportionality, precautions, and protection of civilians and medical facilities; they explicitly state that journalists are not targeted and that hospitals enjoy special protection unless used for military purposes, with warnings and other precautions required. Public-facing pages also note reporting duties when medical facilities are damaged and describe legal vetting of targets. Israel’s High Court reviewed ROE used in the 2018 Gaza fence events and upheld their legality, which supports the absence of instructions to target civilians as such. At the same time, full ROE are not published, some spokesperson remarks have created ambiguity later clarified, and credible UN/NGO and media investigations allege unlawful or reckless attacks on journalists and hospitals. Those allegations speak to compliance and incident-level legality, not to an instruction in published ROE to target protected persons or sites. Given classified materials and contested facts in ongoing inquiries, the claim is labeled partly_true: public guidance does not instruct such targeting, but this alone does not resolve practice or intent in specific strikes.
