The categorical claim that Israeli evidence of Hamas use of hospitals is fabricated is false. The archive should not overclaim every early Israeli presentation, and each hospital should be checked site by site. But the wholesale fabrication claim collapses: Israeli official material, U.S. intelligence statements, CCTV/hostage-related evidence, tunnel and weapons documentation, detainee/interrogation material, and non-Israeli reporting corroborate at least some Hamas or armed-group military use of hospital infrastructure. The record also includes ambulance misuse, including Israeli intercept/interrogation material alleging Hamas used ambulances to move operatives, commanders, weapons, cargo, and at least one kidnapped soldier. Those facts defeat the blanket narrative that hospital-use claims were simply invented. Hospital/LOAC model layer: this facility track should be read through the parent hospital framework. The relevant questions are not simply whether the hospital was harmed or evacuation was dangerous, but whether the site retained protected status, whether there was military use or loss of protection, what warnings and feasible routes existed, what medical transfers or mitigation were attempted, what Hamas/PIJ conduct affected the site, and what the IDF knew ex ante. Public UN/PRCS/OCHA/WHO evidence is important for conditions on the ground, but it usually does not contain the IDF target folder, real-time intelligence, legal-adviser review, or route-security record. Effects-only evidence cannot by itself prove deliberate hospital targeting or lack of military necessity.
If Hamas hospital-use evidence is dismissed wholesale, then hospital operations are framed as pure attacks on medical care rather than contested military-objective cases.
