The Gaza Ministry of Health’s casualty reporting methods and disaggregation changed over time (including a shift from Government Media Office aggregates to a subset of fully identified deaths), which altered reported totals by category and the share of women and children.

Summary

Early in the war, widely-cited breakdowns of women/children deaths came via the Gaza Government Media Office (GMO) and broad MoH tallies. In May 2024, UN OCHA clarified it would present demographic breakdowns only for those deaths the MoH had fully identified (name, sex, age/DoB, ID number, date of death). This methodological and sourcing change reduced the reported share and counts of women/children among the deaths displayed by OCHA, without changing the higher overall MoH death toll. Independent analyses of MoH’s identified-by-name datasets show that the proportion of women/children among identified deaths declined over time, while a large backlog of ‘unidentified’ deaths remained due to system collapse and access constraints.

Assessment

Documented method shifts occurred. UN OCHA stated on May 31, 2024 that earlier women/children breakdowns came from the Gaza Government Media Office, but that current breakdowns reflect only those deaths the Gaza MoH has fully identified. UN briefings on May 14–17 explained that the displayed counts (e.g., 7,797 children; 4,959 women as of April 30) were a demographic breakdown of a subset (≈24,686) with full identity details, not a revision of the higher overall MoH death toll (>35,000 at that time). Independent media analyses of MoH’s named-decedent datasets (Oct, Jan, Mar, Apr releases) found the women/children share among identified deaths declined over time (about mid-60% in Oct to mid-50% by end-April), consistent with changing conflict dynamics and identification backlogs. Concurrent reporting describes a collapse of hospital/morgue systems that pushed MoH to rely partly on non-hospital reporting in late 2023–early 2024, leaving many deaths ‘unidentified’ and complicating sex/age disaggregation. Therefore, the claim that method/disaggregation changes affected category totals and women/children shares is supported. At the same time, these changes do not by themselves prove inflation or manipulation, nor do they alter the higher overall MoH death toll; they reflect a narrower denominator and the evolving ability to identify victims. Treat women/children percentages with caution and always state the denominator and method used.
